Permits for off-trail hiking is repellent. These are city and county parks, not wildlife reserves. We should be realistic about both who has paid for the existence of all these parks and the proximity of our open spaces to the urban corridor. I hate the idea of permits for hiking off-trail. Most people won't do it anyway because they get lost too easily.
